INVITATIONAL BASKETBALL LEAGUE
HOUSE RULES

 

TIME REGULATIONS:

  • Each game to be played in 4 quarters of 10 minutes each.

  • All quarters are under time regulations (Amateur tournament time format)
     

TIME OUT

  • Each team has 1 time out for the 1st, 2nd, 3rd quarter and 2 timeouts for the 4th quarter.

  • Unused time-out of the 1st quarter will automatically carry over to the 2nd quarter, same as the 2nd half of the game.

  • 1 timeout for every overtime game.

  • The remaining timeouts from the 4th quarter shall not be carryover to the overtime.


DEFAULT:

  • Schedules shall be strictly followed and enforced.

  • Defaulting time 15 minutes after the schedule time for the 1st game, and 15 minutes after the 1st & 2nd game for the 2nd & 3rd game.

  • A team that fails to field-in 5 players after the defaulting time, shall be declared loss by 20 points. Likewise, if both scheduled competing teams failed to field-in the required number of players after the defaulting time, both teams will be loss by default and forfeit their right to a re-play and both team shall be declared loss by 20 points.


POSTPONEMENT:

  • No request of postponement shall be allowed.

  • In case a schedule game cannot be played due to Force Majuered of fortuitous events, the game shall be re-scheduled by the Tournament Committee.

    1. During the first half, the game shall be replayed from the start

    2. During second half, the game shall be replayed from where it was stopped and all scores, fouls and other details will continue to be in effect.

      1. Absent/suspended players on the time of Force Majeure will not be allowed to play in the re-schedule game.


PROTEST AND DISPUTE:

  • No game shall be discontinued by virtue of protest on officiating or on rules and regulations relative to the conduct of a game in progress.

  • Nor shall walk out be allowed. The team will be declared loss by 20 points & will be suspended for their next game.

  • The team must continue the game under protest.

  • In case of a protest, the protesting team shall be given 1 working day to submit to the Protest Committee their complaints in writing together with the supporting documents or evidence. Otherwise, the case will be considered abandoned or closed.

  • Protest reaching the Protest Committee on time will be given a due course and final decision will be made before their next schedule game.

  • Flagrant One (1): Dangerous foul – Player shall be given a 3 minutes “cool down” time in the bench.

  • Flagrant Two (2): Excessive, dangerous foul – Ejected from the game.

  • In case of the fight, players who are involved shall be ejected and will be suspended for one game.

  • If a player gets ejected twice during the course of the tournament he’ll be suspended for the rest of the season.


FINES AND PENALTIES:

  • Technical fouls: Due to following reason:

    1. Using ao profane languages against the referees, team officials and players.

    2. Provoking a fight.

    3. Throwing of any hard objects towards referees, team officials and players.

    4. Fine P 500.00

  • Fighting/Flagrant 2: P 1,000.00 fine

  • Default/Forfeiture: P 1,000.00 fine

  • Walk-out: P 2,000.00


DUTIES OF THE COACH, ASSISTANT COACH AND THE TEAM CAPTAIN:

  • Only the team captain of the competing team shall be allowed to seek clarification from the referees & in the table officials.

  • The coach, the assistant coach, or in his absence, the team captain shall be held responsible for the conduct and attendance of his members throughout the tournament.

  • The coach, the assistant coach or in his absence, the team captain shall be responsible for checking the final score of their team and that of the opponent’s after each game before signing the tally sheet.

  • The coach, the assistant coach or in his absence, the team of the opposing teams must initial all the alterations.

  • The coach, or on his absence, the assistant coach in a polite manner could make a clarification at the table officials only after a violation of a foul have been committed and/or the game clock have been stopped.

  • Clarification pertaining to the score, time, foul, substitution, or any matter concerning the table officials must be clarified through the referees by the team captain of the playing team while the game is in progress.

  • Only players in playing uniforms, coach & assistant coaches (up to 3 asst. coaches only) should be in the team bench during the game.


GOVERNING RULES:

  • The Organizing Committee reserves the right to add new rules, to alter or to amend the above rules in any manners what would be of interest to all and for the success of the tournament without any prejudice to any team.

  • Players thrown-out by the Officiating Referees shall automatically be out of the court and suspended for 1 game.

  • If ever, no player or coach under the influence of liquor or any prohibited substances will be allowed to play or coach a team.

  • Any player who intentionally hits another player, a spectator, a referee and/or other participants in the tournament or any related aggravating acts shall be banned from the tournament and he shall also be liable for his offense.

  • Accidents and the likes that occur during the tournament shall not be a li ability of the organizing body

  • A team or any player that withdraws or walked-out without any justifiable reason shall be automatically suspended for 1 game & the team shall be declared loss by 20 points.

  • The referees shall be the one constituting authority during any game and their officiating decisions shall be final and binding.

  • In the event of situation not covered by the rules stated above, FIBA general rules and regulations shall be applied and their corresponding provisions or penalties shall be strictly enforced.

  • Tournament will follow FIBA rules.
